Heisig advises to study from the compound element to the reading and meaning and not the other way around. Note, he says 'compound' and not 'kanji'.

Going half way

The Pure Groups and Semi-Pure Groups are the easiest to learn (in that order). Use RTK2 (and RTK3) for the Pure and Semi-Pure Groups and from there decide on the next step at that point.
